Soft Story Seismic Retrofit Program
West Coast Premier Construction has established itself as a leading design-build contractor in providing evaluation, engineering and construction services for seismic retrofit of soft story apartment buildings. We have retrofitted over 500 soft story buildings (construction completed and signed off by the City). WCPC is currently providing soft story seismic retrofit plans and construction on several multi story apartment and condominium buildings located throughout the Bay Area cities including San Jose, Mill Valley, Albany, Oakland, San Francisco, Berkeley and Alameda. The seismic strengthening is intended to comply with the City’s recently adopted soft story seismic ordinance & program. Soft, weak or open-front wall buildings, referred to as “Soft Story buildings” are seismically vulnerable wood framed multi-unit multi-story apartments or condominiums which have tuck-under garage parking provisions and openings at the first (ground) level walls or crawl space also referred to as Target Story.

- Mill Valley Soft Story Retrofit Program Ordinance No. 1342. adopted June 2023. Wood framed residential buildings built before 1978, three or more units with weak, soft open front walls (WSOF) or . The ordinance requires buildings owners to complete the screening form, submit for permit and and retrofit the buildings’ target story within a period of 6 years from date of Ordinance, depending on the building’s compliance Tier 1, 2 or 3.
- Albany Soft Story Retrofit Program in accordance to Albany Municipal Code (AMC) Section 12-15. adopted Ordinance 2023-04. Multi family wood framed buildings, built before 1981, with wood framed target story (WFTS) to comply with program deadlines. The ordinance requires buildings owners to complete the screening form, submit for permit and and retrofit the buildings’ target story within a period of 6 years screening by Oct 15, 2024 and completion of construction the latest by Oct 15, 2026, depending on the building’s compliance Tier 1, 2, 3 or 4.
- Oakland Soft Story Seismic Ordinance #13516 was adopted into Law in January 2019. Multi-unit wood framed buildings permitted before 1991, five units or more, two stories or more with a “Target Story” must meet the retrofit requirements of the Ordinance within a six-year program. The program groups potential soft story buildings into three compliance Tiers: Tier, I, II and III. Our company has completed numerous screening, evaluation, retrofit design and construction retrofits at City of Oakland.
- San Jose soft story retrofit Ordinance & Program approved the delay of the effective date for the mandatory soft story Program to April 1, 2026. Multi family wood framed buildings, at least three residential units, built before 1990, with wood framed target story (WFTS), large openings used for parkings, crawl spaces lacking any earthquake retrofit must comply with program deadlines. Three groups assigned. Group 1, built before 1978, 5 units or more. Group 2, built between Jan. 1, 1978 and Jan. 1, 1990, 5 units or more; and Group 3, built before Jan. 1, 1990, not assigned to group 1 or 2. Screening forms must be submitted by Oct 1, 2028. Design, permit and construction deadlines by April 1, 2033 latest for Group 3.
- In San Francisco, we have provided structural evaluation, engineering design and complete construction for mandatory soft story apartment and condominium buildings in accordance to the Ordinance # 66-13 and the San Francisco Exciting Building Code Chapter 4D. These are critically vulnerable buildings with 5 dwelling units or more, 3 story or more, built before 1978, Type-V wood framed construction with wall lines, or structural conditions characterized by soft, weak or open-front (SWOF) walls and a “Target Story” extending above grade whose wall configuration is substantially different from the wall configuration of the story above. We complete the screening forms and submit the screening forms to San Francisco Department of Building Inspection (DBI) before the deadline for:
- Tier I Buildings; Group A, E, R2.1, R3.1 or R-4 Occupancy on any story.
- Tier II Buildings; 15 or more dwelling units.
- Tier III Buildings; Not falling within definition of another tier.
- Tier IV Buildings. That contain a Group B or M occupancy on first story and that are in mapped liquefaction zone, except for Tier I buildings.
